The District boundaries of this District shall be as follows:
Idaho:
The portion south of the northern border of the following counties: Adams, Valley, and Lemhi.
Nevada:
The counties of Elko and White Pine.
Oregon:
All counties except Baker, Grant, Morrow, Umatilla, Union, and Wallowa.
Utah:
The portion west of Green River, Colorado River, and Lake Powell, but excluding the City of Green River and counties of Washington, Kane, Iron, and Garfield.
Wyoming:
The counties of Lincoln, Sublette, Sweetwater, Uinta, and Teton.
Washington:
The counties of Clark, Cowlitz, Skamania, Wahkiakum and the portion of Klickitat County west of the Klickitat River.
